Project Overview and Role

The Technical Lead: Child Health is a full-time position for an upcoming award in Burkina Faso and Niger to strengthen and improve the quality of health, family planning and nutrition services provided by local clinics and referral centers. It will also strengthen government systems of support and oversight for village health workers, community engagement in health service delivery accountability, and assist in developing linkages among health services and with other development sectors. The mechanism will provide a means of involvement and collaborative ideation by a wide spectrum of participants from family planning, maternal child health, nutrition, communities, and the health sector. Palladium is hiring a Technical Lead: Child Health to lead and provide strategic direction for the child health work provided in facilities and the community through this project.

Responsibilities

  • Provide technical oversight and strategic direction on child health (especially IMCI, ICCM, and malaria), and ensure appropriate support, for the implementation of program activities focused on improving access to quality services
  • Participate in relevant ministry-led technical meetings and contributes to RISE II support to the relevant health ministries for updating child health and quality policies based on global, national, and subnational needs, and supports adoption and adaptation of relevant national policies in program areas to achieve program goals
  • Supports awareness of and use of global child health metrics frameworks to prioritize meaningful service delivery and health outcome indicators
  • Develops new / reviews evidence-based clinical training materials, job aids, curricula, supervisory systems, and other training materials needed for program implementation
  • Supports health sector/MOH to design and implement quality improvement work to improve quality of services including provision of mentoring and capacity building (clinical and QI) at appropriate levels (community, PHCs, and hospitals)
  • Coordinates assessments and supports health sector to strengthen training, site strengthening, follow-up, supervision, and capacity building across program sites
  • Leads the formulation of approaches for quality improvement and scale up of child health services
  • Analyses potential strategies to improve access to and quality of services within the context of the program and explains these, as necessary, to policymakers, funding agencies, and program staff
  • Works with healthcare providers, local authorities, community members, and program team members to identify service delivery issues that impede access to and quality of care
  • Identifies appropriate facility- and community-based strategies to address health system and service delivery gaps related to child health
  • Formulates and tests sustainable solutions to service delivery gaps, utilizing cross-cutting approaches such as performance and quality improvement and in-service training / pre-service education
  • Guides MOH, professional associations, and other stakeholders in the revision/development of evidence-based standards for competency in child health
  • Reports to Country Director

Requirements

  • Medical degree or a Master's or Doctoral Degree in social sciences, international development, or a related field.
  • At least 10 years of professional experience in child health, with significant experience in project management and service delivery
  • Context working with bilateral donors and multi-sector stakeholders, USAID experience required
  • Proven track record in working in the non-health-related development sector
  • Strong interpersonal, writing, presentation, and organizational skills required
  • Proficient in the use of Microsoft Office
  • Demonstrated problem solving, analytic, financial, and evaluative skills
  • Knowledge of project management methodology
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe
  • Ability to respond and adapt quickly to changing requirements and competing demands
  • Ability to take initiative and/or respond independently to situations
  • Fluency in French; some English desired
