Project Overview and Role

Palladium is seeking a Team Lead for the newly-awarded Investment Support Facility (ISF) for Smallholder Inclusive Transactions in Malawi. The underlying motivation for the project is the critical role that investment and working capital need to play in markets to drive Malawi's agricultural transformation and growth. The ISF, a key project under the Agricultural Transformation Initiative (ATI), aims to facilitate the packaging of investor-grade transactions, while supporting the development of inclusive, gender-equitable business models that integrate smallholder farmers.

The Team Lead will be responsible for the technical implementation and effective and compliant management of the project in the field, in close coordination with the Palladium Home Office (HO) Project Director. S/he will be the senior in-country representative of Palladium on the project, with overall responsibility for supervising project staff and managing day-to-day relations with the client and counterparts in government, private sector, and civil society.

Responsibilities

  • Lead ISF implementation alongside Home Office Project Director to achieve contract-established results targets and milestones, including according to time requirements set forth by the client
  • Ensure that technical, financial, and administrative activities are carried out according with Palladium's policies and procedures
  • Support an initial landscape analysis of current investment and investment support activities in Malawi
  • Collaborate with other donors and implementing partners operating in adjacent activities in Malawi
  • Contribute to the establishment of eligibility criteria in collaboration with Palladium's Home Office ISF team, ATI, and other relevant stakeholders and lead implementation of criteria for ranking and selecting potential opportunities to support
  • Develop and maintain relationships with a network of investment support providers as well as potential investors
  • Oversee and contribute to pipeline generation of investor-grade deals that integrate smallholder farmers
  • In close collaboration with Project Director, manage sub-awardees and consultants, both international and local, to ensure that their performance meets or exceeds technical and financial contractual requirements
  • Manage external communications and representation of the project (e.g., online presence, formal and informal presentations as requested by the client or other stakeholders, information sharing with other stakeholders, etc.)
  • Lead and oversee all monitoring and evaluation activities
  • Help to develop the work plan, and propose and implement actions to remedy deviations from the work plan, or to change the work plan
  • Produce and submit periodic reports as required in a timely manner

Requirements

  • Master's Degree in a relevant subject (MBA, MA in Business, Economics, International Development, etc.) and 5+ years of relevant experience, or a BA and 8+ years of relevant experience.
  • Five years of experience (10 years preferred) with successful finance sector projects. Experience utilizing pay-for-performance incentives to achieve program objectives a plus.
  • Five years of experience (10 preferred) on projects with similar magnitude and complexity in developing countries, especially eastern and southern Africa.
  • Existing relationships with existing local, regional, and/or international investors.
  • Proven success leading or supporting deal closure of complex investments.
  • Experience developing and finalizing high quality deliverables.
  • Excellent verbal and written communication skills, as well as negotiation skills in English.
